Health and Care Portsmouth Commissioning


The Health and Care Portsmouth Commissioning (HCPC) Team is a joint commissioning team for Portsmouth City Council and NHS Portsmouth Clinical Commissioning Group. The team works closely with health, social care and the third sector and champions the Portsmouth Compact. 

HCPC delivers commissioning functions across a range of adult services, as indicated below: 

  • Attention Deficit Hyperactivity Disorder (ADHD)
  • Autism
  • Community Services
  • Continuing Healthcare (including contracting functions)
  • Equipment and Wheelchair Services
  • Learning Disabilities
  • Needs Led Mental Health Services
  • Reducing Urgent Care Demand (i.e. reducing admissions and preventing delayed discharges)
  • Specialist Weight Management. 

To advertise contract opportunities, Portsmouth City Council's web-based procurement system 'In-tend' is used and can be accessed here.

Upcoming and existing tenders, contracts and quotations are available to view on 'In-tend', documents can also be received and returned safely using this system.

The aim of the team is to deliver efficiencies and transform services to improve outcomes for vulnerable adults in Portsmouth by working with service users, patients and carers and through the commissioning of whole life pathways by joining up the delivery of services and adopting a strategic approach.
