Personal Budgets - an introduction

A personal budget (or personal health budget) is an amount of money to support a person's identified health and wellbeing needs which are planned and agreed with the individual, the NHS and Portsmouth City Council. 

A personal budget is not new or additional money, but puts control in your hands and is intended to be used in a range of ways to meet health needs, increase confidence and help you manage the condition.

At the centre of a personal budget is the support plan which identifies how to manage care and support needs and sets out how the budget will be spent to enable goals to be achieved.

In Portsmouth a personal budget can be offered to any adult eligible for Continuing Health Care (CHC) or Children with Continuing Care (CCC).  These personal budgets are referred to as Personal Health Budgets (PHBs); they will support a more flexible and more personal approach to health care support and delivery.

Who can apply for a Personal Health Budget in Portsmouth?

Personal Health budgets are currently available for Adults with NHS Continuing Healthcare (CHC) needs and Children with Continuing Care (CCC) needs.

Children with Continuing Care (CCC)

NHS continuing care is support provided for children and young people under 18 years of age who need a tailored package of care due to healthcare needs arising from a disability, accident or illness that cannot be met by universal or specialist health services alone.

In addition, Portsmouth's Clinical Commissioning Group (CCG) and Portsmouth City Council are committed to expanding the use of Personal Health Budgets beyond the above client groups over the next 2-3 years, initially focusing on people who use Health services who are:

  • Older People with two or more hospital admissions over the past 12 months
  • Adults with a learning disability
  • Adults with a mental health support need
  • Children with special educational needs and disabilities
